We the undersigned support the demands of national security experts, civil society, and technologists that are sounding the alarm against US military contracts to create autonomous weapons systems and to surveil civilians. We urge lawmakers to take all necessary measures to regulate this powerful technology, create transparency, and implement strong guardrails to protect us against the catastrophic risks of AI warfare.

Here’s what’s driving this broad range of leaders to demand Congress to act:

Anthropic, one of the world’s leading AI companies, was going to sign a contract with the Pentagon to support US military operations. But they had two rules: no mass surveillance of US citizens and no weapons without human oversight (no machines deciding who to kill and how).

Trump’s people got so mad that they were being forced to follow these common sense protections, they not only refused to work with Anthropic but they also designated the company a supply chain risk, a designation never before applied to a domestic corporation, and banned all Defense offices and workers from working with the company or using its products.

And, in the interim, another leading company, OpenAI, signed a military contract without the safeguards Anthropic demanded – setting a new, dangerous precedent for the use of AI in warfare. An outcry has forced them to “review” the deal, but we need more pressure.
